Services are not planned or delivered to an acceptable standard, nor has Spectrum been able to demonstrate effective recovery and improvements.
This is evidenced in the outcomes of recent inspections by the Care Quality Commission (CQC).
The CQC ratings are available on the CQC website. There are themes that appear frequently in all the CQC reports such as the environment and quality of care not being acceptable, along with staffing levels that do not meet the needs of people using the services. These themes reflect findings of joint quality visits undertaken by NHS Kernow and Cornwall Council.
NHS Kernow are required to ensure that any provider from who we commission care have signed our contract. Spectrum has not signed a contract to provide services for people that NHS Kernow fund and this is another reason that informed our decision making.

The policy was last considered by the Governing Body in February 2021. Noting no significant changes were planned and agreeing therefore that ratification could be carried out outside the Governing Body. Prior to this the risk appetite and tolerance were reviewed Governing Body development session in January 2018.
