The annual assessment is based on nearly 60 indicators that evaluate performance, delivery, outcomes, finance and leadership.
As a result of the good rating NHSE/I moved the CCG out of special measures.
NHS Kernow was placed under legal directions back in December 2015 as a result of an unplanned overspend as well as identified poor leadership.
A significant amount of work has taken place to get the organisation back on track and ensure it can plan and pay for high quality services that people in Cornwall and the Isles of Scilly can rely on in the future. This has included putting a new and effective leadership team in place, working with a turnaround director to develop and deliver a financial recovery plan to put the organisation on a trajectory towards breaking even in 2020/21.
Jackie Pendleton, NHS Kernow’s chief officer, said: “We are delighted that our improvement has been recognised and equally proud and pleased that as a result the legal directions applied to NHS Kernow in December 2015, as well as the special measures rating, have been lifted.
“We want people to have the best start in life, reduce health inequalities, support people to age well, improve people’s experience of care and make sure people get the right care and support in the right place, and at the right time.
“The new rating reflects the huge amount of work, on-going commitment and continued professional attitude of people within NHS Kernow and that of our GP practice members.”
The assessment emphasised how the CCG had improved its working relationships across the health and care system and its leadership as part of the sustainability and transformation partnership (STP).
NHS Kernow has delivered its financial plan for the third year running, working with Cornwall Partnership NHS Foundation Trust (CFT) and Royal Cornwall Hospitals NHS Trust (RCHT) for a second year, to agree a joint financial plan for the NHS part of the system sharing risks and working as if we had one shared budget. The CCG will continue to work collectively to modernise care to deliver financially sustainable services fit for the future.
The assessment also emphasised the reduction in hospital 52 week waiting times, greater rigour in governance arrangements and the extent to which the CCG involves and engages with the people who use health and care services as well as working in partnership with others.
NHS Kernow retained its green rating in the assessment for public and community engagement for the second year running.
By focusing on areas such as cost effecting prescribing and introducing new models of supply we are on track to deliver significant saving, whilst at the same time improving safety, and ensuring that all people have access to medications they need. There has also been £1 million investment to improve services for children and young people.
Dr Iain Chorlton, NHS Kernow chairman, said: “NHS Kernow has been on a journey since 2015 to make it great and demonstrate strong and effective leadership across health and care.
“The good rating acknowledges the hard work, dedication, creativity and commitment of everyone who works at the CCG and our GP practice members. We are not, however complacent and there is still more work to do to move us from this year’s good rating to outstanding, in order to ensure we continue to improve health and care services.
“We know that by working together better we are ultimately offering the people of Cornwall and the Isles of Scilly greater confidence that they will receive the right care and support in the right place at the right time.”
